Getting temporary residency in Paraguay is the beginning.

Getting permanent residency is the point where your relationship with the country becomes much more long-term.

For an American who plans to live, retire, work remotely, operate a business or establish a genuine second base in Paraguay, understanding the Paraguay permanent residency requirements early can prevent one of the most common mistakes in the process:

waiting until your temporary residence card is about to expire.

Under Paraguay's current immigration framework, permanent residency is not simply mailed to you after you have been a temporary resident.

You have to apply for it.

There is a specific application window.

There are Paraguayan documents that must be obtained.

And, under rules updated in 2026, you must demonstrate economic solvency according to your real financial or professional situation.

The good news is that if you prepare correctly, you do not need to figure out every Paraguayan procedure yourself.

Who Can Apply for Paraguay Permanent Residency?

For most Americans following the ordinary immigration route under Law No. 6984/2022, permanent residency comes after temporary residency.

Paraguay's Dirección Nacional de Migraciones defines permanent residency as authorization for a foreigner to reside indefinitely in Paraguay after meeting the applicable legal conditions and completing the required temporary-residency period.

For the typical U.S. applicant, think of the process this way:

Temporary Residency

Prepare for the permanent-residency window

Apply for Permanent Residency

↓

Obtain long-term permanent status

There are special exceptions that allow certain foreigners to access permanent residency directly, including qualifying investor and certain family-based situations.

But for an ordinary American resident, the temporary-to-permanent route is the starting point.

The First Requirement Is Timing

Before discussing documents, money or background certificates, let's talk about the requirement that is easiest to overlook:

the deadline.

Under the current Law 6984 procedure, the change from temporary to permanent residency must be initiated during the three months before your temporary residence card expires.

Paraguay's Migraciones has specifically reminded foreign residents that the normal window begins 90 days before expiration.

There is also a limited period after expiration.

The change can still be processed up to 30 days after the temporary card expires, but the applicable immigration fine must then be paid.

After that period, the situation changes.

This is why I would treat the expiration date on your temporary card almost like the expiration date on a passport before an international trip.

Do not ignore it.

What Happens If I Miss the Permanent Residency Deadline?

This is exactly the kind of problem that good immigration planning is designed to avoid.

According to Migraciones, once more than one month has passed after expiration of the temporary residency, the ordinary change to permanent status is no longer handled in the same way.

The person may instead have to request an extension of temporary residency within the applicable period and pay the corresponding fine.

In other words:

Temporary residency does not automatically become permanent residency.

And missing the proper window can change what you need to do next.

What Documents Are Required for Permanent Residency?

This is where many online articles make the process look intimidating because they simply reproduce a government list.

There is a better way to understand it.

Paraguay is essentially verifying four things:

Who are you?

Do you currently have valid Paraguayan immigration status?

Is your record in Paraguay in order?

Can you demonstrate a legitimate means of supporting yourself?

The documents exist to answer those questions.

Let's look at them individually.

1. Your Valid Identity Document

The current permanent-residency procedure requires a valid identity document from your country of origin.

For an American, this will normally mean your valid U.S. passport.

Migraciones requires the original together with an authenticated copy in the applicable process.

One practical recommendation:

If your passport will expire soon, do not ignore that simply because your temporary Paraguayan residency is still valid.

Permanent residency is a long-term process.

Start it with current documentation.

2. Your Paraguayan Cédula

This requirement makes permanent residency different from your first arrival in Paraguay.

By this point, you are no longer someone arriving with only foreign documents.

You have already established an immigration identity in Paraguay.

For the ordinary change from temporary to permanent status, Migraciones requires the applicant's valid Cédula de Identidad Paraguaya, or the applicable report if it has been lost or stolen.

That is one reason we encourage clients to think of temporary and permanent residency as parts of one continuous process rather than unrelated procedures.

3. Your Temporary Residence Card

You will also need your Carnet de Residencia Temporal, again subject to the applicable procedure if it has been lost or stolen.

This document establishes the immigration status from which you are requesting the change.

You are not beginning from zero.

You are asking Paraguay to change your category from temporary resident to permanent resident.

4. Changes in Your Personal Information

Did anything important change while you were a temporary resident?

Did you get married?

Divorced?

Change your surname?

Change occupation?

Correct personal information?

If relevant information has changed, Migraciones requires documentation that reliably proves the change.

This is one reason to keep civil documentation organized even after temporary residency has been approved.

Immigration records should continue matching your actual life.

5. Paraguayan Background Certificate for Foreigners

Applicants aged 14 and older are required to present the applicable Certificado de Antecedentes para Extranjeros issued by Paraguay's National Police.

This is a Paraguayan document.

You do not need to be sitting in the United States wondering which Paraguayan office to visit, how the documents fit together or in which order the local requirements should be completed.

6. Certificate of Good Conduct

Migraciones also requires applicants aged 14 and older to present the applicable Certificado de Antecedentes de Buena Conducta, issued by the Department of Identifications of Paraguay's National Police.

Again, this is part of the Paraguayan documentary stage.

It is different from the U.S. criminal-background documentation you may remember obtaining for your original temporary-residency application.

By the permanent stage, Paraguay is looking at your local record as an established resident.

7. Judicial Background Certificate

Applicants from age 14 are also required to present a Certificado de Antecedentes Judiciales.

Notice what is happening here.

Permanent residency is not simply about proving who you were before arriving in Paraguay.

The government now has a period of Paraguayan residence to evaluate as well.

That is why several of the important permanent-residency documents are generated locally.

8. INTERPOL Background Certificate

The permanent-residency requirements also include an INTERPOL background certificate for applicants aged 14 and older.

This is another step that needs to be coordinated within Paraguay.

And it illustrates an important difference between doing the process yourself and using local residency assistance.

Reading that an INTERPOL certificate is required is easy.

Knowing how that requirement fits into the complete process, which documents need to be ready first, what needs authentication, and how to avoid unnecessary back-and-forth is where experience becomes valuable.

9. Economic Solvency

This is the requirement that deserves the most attention in 2026.

Paraguay updated the economic-solvency rules for permanent residency through Resolution DNM No. 407/2026.

The updated system applies to applications filed from July 6, 2026 and requires evidence that is suitable, sufficient and verifiable, demonstrating actual income generation or real availability of economic resources.

This means permanent residency is not about putting a random amount of money in an account and hoping that solves everything.

Paraguay wants the economic documentation to correspond to the person you actually are.

There Is No Single Solvency Requirement for Every Applicant

This is one of the most useful changes to understand.

Migraciones now recognizes 12 different economic categories for permanent-residency solvency:

professionals;

technical workers;

employees;

independent workers in commerce or services;

remote workers and digital nomads;

real-estate owners;

shareholders and company partners;

farmers and ranchers;

religious workers;

retirees and pensioners;

dependents;

and students.

This allows us to ask a much better question than:

“How much money do I need for permanent residency?”

The better question is:

“Which economic category accurately describes me, and what evidence does Paraguay require for that category?”

That is how we approach the file.

If You Work Remotely for a U.S. Company

Suppose you moved from Florida to Paraguay but kept your American job.

Your salary still arrives from the United States.

You do not have a Paraguayan employer.

That does not mean you need to invent one.

Remote workers and digital nomads are specifically recognized under the 2026 solvency framework.

Your application should therefore be built around evidence appropriate to your real situation.

That can include documentation establishing the employment relationship, income and payment mechanism under the applicable requirements.

If supporting documents come from abroad, we also need to examine the applicable authentication and translation requirements.

The goal is not to make your financial life look Paraguayan.

The goal is to document your actual economic life correctly for Paraguay.

If You Own an Online Business

Now imagine you do not have an employer.

You own a consulting company in the United States.

Or an e-commerce business.

Or another legitimate remote business.

This is far better than creating a Paraguayan company purely to manufacture an immigration document.

If there is a genuine business reason to establish a company in Paraguay, that is another conversation.

American retirees have another recognized profile.

The 2026 solvency rules specifically include retirees and pensioners.

A retiree should not be pushed into an entrepreneur's application.

The application should reflect reality.

If You Own Property in Paraguay

Real-estate owners are another recognized economic-solvency category.

That does not mean buying a house automatically grants permanent residency.

It means property ownership can form part of the applicant's economic profile when the applicable requirements are met.

This distinction is extremely important.

Owning property can be relevant evidence.

It is not the same as:

“Buy a house and receive permanent residency.”

If You Own a Paraguayan Company

Shareholders and company partners are also specifically contemplated in the updated solvency framework.

For a genuine entrepreneur, that can be very relevant.

But again, the activity should be real and documentable.

A company created only to make an immigration application look stronger may create more bureaucracy without solving the underlying question:

How do you actually support yourself?

What If My Income Still Comes From the United States?

This is a question many American applicants will have.

There is nothing unusual today about living in one country while receiving income from another.

What matters for permanent-residency purposes is how your circumstances fit the applicable solvency category and whether the supporting evidence satisfies Migraciones' requirements.

Foreign-source documentation may introduce additional formalities.

As of the official fee schedule effective July 1, 2026, the cash government fee for Permanent Residency, including change of category, is:

Gs. 2,926,925

The current cash government fee for the Certificado de Radicación is:

Gs. 234,154

Debit-card and credit-card government amounts are slightly higher.

These are government fees.

They should not be confused with professional residency assistance or other expenses associated with preparing the application.

That distinction matters when comparing prices.

If someone says:

“Permanent residency costs X,”

ask whether they mean:

government immigration fee;

professional service;

documentation;

translations;

authentication;

or the complete process.

Those are not the same thing.

What Do You Get After Permanent Residency?

Once permanent residency is granted, the status is indefinite.

The permanent residence card itself is definitive in character but must be renewed every 10 years.

Permanent residents also gain access to the Paraguayan Cédula de Identidad, with a 10-year validity period under this permanent-residency framework.

That creates a much stronger foundation for someone genuinely establishing a long-term life in Paraguay.

But remember what it does not mean.

Permanent residency does not automatically make you a Paraguayan citizen.

It does not guarantee a bank account.

It does not guarantee a successful company.

It does not automatically determine your tax residency.

And it does not turn every property purchase into an investment-migration transaction.

Immigration status is important precisely because we treat it for what it actually is.

What About Absences From Paraguay?

This is another area where I would avoid relying on old blogs and forum posts.

Paraguay issued Resolution DNM No. 376/2026, specifically regulating procedures related to cancellation of temporary or permanent residence due to unjustified absences and requests for authorization of absences.

So if your plan is to obtain permanent residency but continue spending significant periods outside Paraguay, the correct approach is to understand the current absence rules applicable to your situation.

Do not build a long-term immigration strategy around a sentence such as:

“I read somewhere that I only need to visit every few years.”

Current rules should control the decision.

What If My Temporary Residency Has Already Expired?

Do not assume everything is lost.

But do not wait longer either.

If the temporary card expired less than one month ago, the current rules still allow the change to permanent residency within that limited period, subject to the applicable fine.

If more time has passed, the available route may be different.

This is exactly the kind of situation where I would want to see the actual expiration date before telling someone what to do.

What If I Never Had Temporary Residency?

Then we first need to determine whether you qualify for a direct permanent-residency category.

Most ordinary American applicants under Law 6984 begin with temporary residency.

But certain special categories can access permanent status differently.

One example involves qualifying foreign investors.

Another official exception applies to certain foreign relatives of repatriated Paraguayan nationals, who can access permanent residency directly under the conditions established by Law 6984.

So before assuming you must follow one path, we identify your actual legal category.

What About American Investors?

If you are planning a genuine investment in Paraguay, tell us before automatically beginning the ordinary temporary-to-permanent process.

Investor residency is a separate strategic question.

Paraguay maintains special permanent-residency procedures for qualifying foreign investors under the SUACE framework.

For a serious investor, the immigration route should be examined alongside the investment structure.

That does not mean every wealthy applicant should use an investor route.

It means a person who is genuinely deploying significant capital should not discover after the transaction that a different immigration strategy might have been available.

Permanent Residency Is Not a DIY Competition

Could someone study the rules, identify the offices, obtain the local certificates, organize authenticated copies, monitor deadlines, prepare the documentation and navigate the Paraguayan process personally?

Of course.

Government procedures are not secret.

The official rules are publicly available.

The question is whether that is how you want to spend your time.

If you are moving from the United States to Paraguay, you already have enough decisions to make:

Where will you live?

What will you bring?

What happens to your U.S. home?

How will your income work?

Where will your children study?

Will you buy a car?

Do you need a company?
