Not the reverse.

You understand property.

You can see it.

You can visit it.

You may already be interested in Asunción, Ciudad del Este or another Paraguayan market.

Now permanent residency can potentially become part of the strategy when a qualifying real-estate investment reaches the Investor Pass threshold.

But this creates an important danger.

Residency can make an investor less selective.

If you begin thinking:

“I need to spend $200,000 to get residency,”

you may become more interested in reaching the threshold than buying a good asset.

That is backwards.

The property still needs to make sense.

Location matters.

Title matters.

Price matters.

Liquidity matters.

Rental economics matter if income is part of the objective.

Legal due diligence matters.

Residency should be an additional benefit of a qualifying investment.

Not an excuse to make a poor one.

Does a $200,000 House Automatically Give Me Permanent Residency?

Migraciones maintains a special permanent-residency procedure for qualifying foreign investors under SUACE. Migraciones

Traditional investor documentation describes an investment commitment of at least US$70,000 or its equivalent in guaraníes, supported by evidence of financial capacity, together with at least five direct professional or technical jobs. SUACE

Now compare that with the Investor Pass.

A $70,000 business investment with employment obligations is not economically equivalent to a $200,000 securities investment without the same direct job-creation requirement.

The lower dollar number does not automatically mean the easier or better route.

The Lowest Investment Is Not Necessarily the Cheapest Strategy

This is worth repeating.

Investors naturally compare thresholds.

$70,000.

$150,000.

$200,000.

But the investment amount is only one dimension.

Ask:

Do I need employees?

Do I need an operating company?

What is the investment period?

How liquid is the asset?

What transaction costs exist?

What documentation is required?

Why Direct Permanent Residency Matters

The Investor Pass's most compelling immigration feature is not simply its dollar amount.

The ordinary applicant typically thinks:

temporary residency;

then permanent residency.

A qualifying investor can potentially begin directly with permanent status.

That difference can have real value.

But Permanent Does Not Mean Passport

Permanent residency is not Paraguayan citizenship.

And a residence card is not a Paraguayan passport.

Paraguay's immigration fee schedule was updated effective July 1, 2026.

The current cash government fee for permanent residency is:

Gs. 2,926,925

and the Certificado de Radicación is:

Gs. 234,154. Migraciones

Do not confuse these immigration fees with:

the investment amount;

transaction expenses;

legal due diligence;

professional residency assistance;

company costs;

or investment-management costs.

A $200,000 qualifying investment does not mean the immigration procedure itself costs $200,000.

The capital is the investment.

The government fee is the immigration charge.

Should You Choose Paraguay Only for Residency?

Probably not.

Residency should be one component of a larger decision.

Ask yourself whether Paraguay also makes sense for your:

lifestyle;

business;

investment;

family;

geographic diversification;

or long-term plans.

If the only thing you know about the country is that you can potentially obtain permanent residency through an investment, learn more before deploying significant capital.

Investor migration works best when the investor actually wants a relationship with the country.

Paraguay Is Attracting More Foreign Residents

Interest in Paraguayan residency is not merely anecdotal.

Migraciones reported a record 47,687 residency applications in 2025, more than 63% above 2024, with 40,600 residencies granted during the year. The agency also reported strong growth continuing into early 2026. Migraciones

That does not mean every investor should rush into Paraguay.

It does show that the country is receiving increased attention from foreigners.

For someone already considering Paraguay, the 2026 Investor Pass adds another reason to examine the market carefully.

What Happens After Residency?

Once your residency documentation is complete, you may need help with the practical side of establishing yourself.

Perhaps you need:

an accountant;

company-formation assistance;

a trusted real-estate professional;

vehicle guidance;

or other reliable local providers.

you value direct permanent residency;

and the investment itself makes economic sense independent of the immigration benefit.

I would be more cautious if:

you only want residency;

you have no real interest in Paraguayan investments;

or you are trying to find the cheapest asset possible simply to qualify.

Remember:

Ordinary Paraguay residency exists.

You do not need to manufacture an investment to become a resident.

The Decision Comes Before the Documents

Begin with the investment.

What are you actually planning to do?

Then determine whether Paraguay's immigration framework can work alongside it.
