Paraguay Residency: Complete Guide for Americans in 2026

For years, Paraguay stayed under the radar for most Americans looking outside the United States.

That is beginning to change.

Some people discover Paraguay because they are looking for a lower cost of living. Others are interested in starting a business, investing in real estate, retiring abroad, working remotely, or simply having a second place where they can legally establish themselves.

And increasingly, I hear the same question:

How difficult is it for an American to get Paraguay residency?

The answer is more interesting than many people expect.

Paraguay has a formal immigration system that allows foreigners to establish legal residence in the country. Under the general immigration regime, temporary residency can be granted for up to two years and can later lead to permanent residency. Temporary residents under this regime can also obtain a Paraguayan identity card, known locally as the Cédula de Identidad.

But that is not the only possibility.

For serious foreign investors, Paraguay now also has investment-related routes that can provide direct access to permanent residency without first completing the standard temporary-residency stage.

That distinction matters enormously.

So if you are researching Paraguay residency from the United States, I would not begin by asking only:

“How do I get residency?”

I would begin with a better question:

What do I actually intend to do in Paraguay?

Because someone looking for a second residence has a very different profile from someone preparing to invest $200,000 in Paraguayan real estate.

Let's look at how the system actually works.

What Is Paraguay Residency?

Paraguay residency is the legal immigration status that allows a foreign national to establish residence in Paraguay under the country's immigration laws.

It should not be confused with citizenship.

It should also not automatically be confused with tax residency.

And it is not the same thing as simply entering Paraguay as a visitor.

For most Americans planning to establish themselves in the country, the key immigration statuses to understand are:

Temporary Residency

and

Permanent Residency.

There are also special circumstances and investment-related procedures that can change the normal sequence.

Understanding which route applies to you before preparing documents can save a considerable amount of time and money.

Can U.S. Citizens Get Residency in Paraguay?

Yes.

American citizens can apply for Paraguayan residency provided they meet the applicable immigration requirements.

Nationality alone does not give an American automatic residency, but there is no general rule excluding U.S. citizens from the country's residence system.

For most Americans using the ordinary immigration route, the relevant framework is Paraguay's Law No. 6984/2022 on Migration.

Under this system, temporary residency is generally the first major step toward permanent residency.

This is an important distinction for Americans because you may find older websites describing a Paraguayan immigration system that no longer matches the current law.

I would be very cautious about planning a move based on an old blog post or YouTube video.

Paraguay Temporary Residency

For many Americans, this is where the process begins.

Paraguay's temporary residency under Law 6984 is intended for foreigners entering the country with the intention of establishing themselves and carrying out a lawful activity.

The temporary residence card can be valid for up to two years and can be extended for an equal period. Under this route, temporary residence is normally the prerequisite for subsequently obtaining permanent residence.

There is another important benefit.

While the temporary application is being processed, the applicant receives a “residente precario” status under the applicable procedure. That status allows the person, during its validity, to leave and re-enter Paraguay, study and work.

For an American actually relocating to the country, that can be much more important than simply possessing another immigration document.

Can a Temporary Resident Get a Paraguayan ID?

Yes, under the general Law 6984 temporary-residency route.

Paraguayan law provides that foreigners holding temporary or permanent residency can receive a Paraguayan Cédula de Identidad from the National Police.

For a temporary resident, the cédula follows the validity period of the residence authorization.

This document can become extremely useful once you start building a real life in Paraguay.

It is important, however, to keep the concepts separate:

Residency is your immigration status.

The cédula is your Paraguayan identification document.

They are related, but they are not the same thing.

What Documents Does an American Need?

The exact documentation should always be checked against your specific case before traveling, but Paraguay's current general temporary-residency requirements include a valid identity document or passport, evidence of lawful entry into Paraguay, a birth certificate, applicable civil-status documentation, and criminal or police background documentation.

Foreign-issued documents generally need to be properly legalized or apostilled and translated into Spanish according to the applicable rules.

For Americans, this is one of the areas where I would prepare carefully before leaving the United States.

A document being valid in the U.S. does not automatically mean it is ready to be presented to Paraguayan immigration.

Criminal Background Checks Matter

Paraguayan immigration requirements call for criminal or police background documentation issued at the national or federal level according to the law of the issuing country.

This is particularly relevant for Americans because you should not assume that a local or state-level background check is automatically the correct substitute for the federal-level document required for your case.

If you have lived outside the United States during the relevant period, additional documentation from the country where you resided can also become necessary.

This is exactly the type of detail I recommend resolving before buying a ticket to Paraguay for the application.

Apostille and Spanish Translation

Two concepts regularly confuse applicants:

apostille

and

translation.

They perform different functions.

An apostille authenticates a public document for international use between countries participating in the Hague Apostille Convention.

Translation makes the document usable in the language required by the receiving authority.

Paraguayan Migraciones states that foreign documents must be appropriately legalized or apostilled and accompanied by the corresponding Spanish translation under the applicable rules.

So having an apostille does not automatically eliminate the need for translation.

For U.S. applicants, document preparation is one of the stages where doing things correctly the first time can make the entire residency process considerably smoother.

How Much Does Paraguay Residency Cost in 2026?

As of the fee schedule effective July 1, 2026, the official cash fee for temporary residency under Law 6984 is:

Gs. 2,926,925

The current official cash fee for permanent residency, including a change of category, is also:

Gs. 2,926,925

A Certificate of Residence (Certificado de Radicación) currently costs:

Gs. 234,154.

These are government immigration fees.

They are not the complete cost of relocating to Paraguay.

Depending on your circumstances, you may also have expenses involving U.S. documents, apostilles, translations, authenticated copies, local certificates, travel and professional assistance.

That distinction matters whenever you see a website advertising “Paraguay residency for $X.”

Ask whether the advertised amount represents a government fee, professional fee, document cost, investment requirement or everything combined.

They are not interchangeable.

How Do You Become a Permanent Resident?

Under the ordinary Law 6984 route, permanent residence follows temporary residence.

The application to change from temporary to permanent status normally has to be submitted during the three months before the temporary residence card expires.

If the temporary card has already expired, current Migraciones guidance provides a limited period of up to one month after expiration to process the change, subject to the applicable fine. After that, different rules apply.

This is one deadline I would put on the calendar long before it arrives.

Do not obtain temporary residency and then forget about the expiration date.

Permanent Residency Is Not Just “Pay the Next Fee”

Another important change for 2026 concerns economic solvency.

Paraguay's Dirección Nacional de Migraciones adopted Resolution DNM No. 407/2026, effective for applications submitted from July 6, 2026, updating and unifying the criteria used to prove economic solvency for permanent residence.

This is particularly relevant to the audience we work with because Americans moving to Paraguay can have very different financial profiles.

One person may be an employee.

Another may own a company.

Another may work remotely.

Another may live from investments.

Another may own property.

Another may be retired.

The permanent-residency process therefore needs to reflect the applicant's real economic situation, rather than creating an artificial profile simply for immigration purposes.

What About Paraguay Residency by Investment?

This is where Paraguay becomes particularly interesting for some American investors — and where online information can become very misleading.

There is a special framework for qualifying foreign investors.

But that does not mean every foreigner can transfer a small amount of money to a Paraguayan bank and automatically receive permanent residency.

Paraguay has a foreign-investor procedure connected with SUACE, the country's Unified System for Opening and Closing Companies.

The official investor documentation describes a route designed to facilitate permanent residency for qualifying foreign investors establishing business activity in Paraguay.

And in 2026, Paraguay expanded the investment framework further.

Paraguay Investor Pass: A Major 2026 Development

In April 2026, Paraguay's Ministry of Industry and Commerce and Dirección Nacional de Migraciones announced the Paraguay Investor Pass.

According to the official announcement, the program expanded the conditions through which qualifying foreign investors can access direct permanent residency without first passing through temporary residency.

The announced investment alternatives include:

• US$150,000 in qualifying tourism projects

• US$200,000 in Paraguay's real-estate sector

• US$200,000 in Paraguay's securities market

For the real-estate and securities-market options, the government specifically announced the elimination of the direct-employment creation requirement associated with the traditional investor model.

For an American with substantial capital who genuinely wants to invest in Paraguay, this deserves serious consideration.

But it should be treated as an investment immigration strategy, not as a shortcut invented simply to obtain a residence card.

What About the US$70,000 Investor Route?

This is another figure Americans researching Paraguay are likely to encounter.

Current SUACE investor documentation describes a business-investment framework with a minimum investment of US$70,000, supported by documentation demonstrating the investor's financial capacity.

The current requirements also state the creation of at least five direct professional or technical jobs, with up to 24 months to execute the investment and employment commitments.

That US$70,000 figure should not be confused with the newer US$150,000 and US$200,000 Investor Pass alternatives.

They represent different investment structures and conditions.

And none of them should be confused with the ordinary temporary-residency process.

Do You Need to Invest $70,000 to Live in Paraguay?

No.

This distinction is essential.

The investment thresholds discussed above relate to specific investor procedures.

They are not a universal financial requirement imposed on every American seeking Paraguay residency.

An American using the ordinary temporary-residency route under Law 6984 is dealing with a different immigration process.

So when someone tells you:

“You need $70,000 to get residency in Paraguay.”

the statement is incomplete.

A better question is:

Which residency route are you talking about?

And What About the Famous “$5,000 Paraguay Residency”?

This deserves its own article — and we will cover it separately because “paraguay residency $5 000” is one of the keywords Americans are actively searching.

For now, there is one thing worth understanding:

Do not assume an old reference to a US$5,000 deposit describes the current general residency system.

Paraguay changed its immigration law in 2022, and the country's investment and permanent-residency rules have continued evolving, including major updates in 2026.

When money and immigration status are involved, current official rules matter much more than an old expatriate blog post.

Is Paraguay Residency the Same as Tax Residency?

No.

This is another area where Americans need to be particularly careful.

Immigration residency determines your legal immigration status in Paraguay.

Tax residency concerns taxation.

Obtaining a Paraguayan residence card or cédula should not be interpreted as automatically resolving your tax position in Paraguay, the United States or any other jurisdiction.

For U.S. citizens in particular, moving abroad does not by itself eliminate U.S. federal tax and reporting obligations.

If your relocation involves businesses, foreign bank accounts, investment income, corporate structures or substantial assets, immigration planning and tax planning should be coordinated — but they should not be confused.

Can I Open a Company After Getting Residency?

Residency and company formation are separate legal processes.

You do not “become a company owner” simply because you receive a Paraguayan cédula.

Likewise, ownership of a Paraguayan company does not automatically mean you have completed your immigration obligations.

However, for an American who genuinely intends to live and conduct business in Paraguay, organizing these elements in the correct sequence can make life considerably easier.

This is why I prefer to understand the client's entire project before treating residency as an isolated piece of paperwork.

Can I Buy Real Estate in Paraguay?

Residency and property ownership are also different matters.

A foreigner's ability to acquire a property should not be confused with the right to reside in the country.

And purchasing a house should not automatically be described as purchasing residency.

That said, the 2026 Investor Pass specifically introduced a US$200,000 real-estate investment alternative for qualifying investors seeking the direct permanent-residency route.

That creates a very different conversation for a serious investor.

If you were already planning to allocate significant capital to Paraguay, the immigration implications should be examined before the transaction is structured, not afterward.

Is Paraguay a Good Option for American Investors?

It can be, depending on what you are trying to accomplish.

But I would never recommend choosing a country solely because somebody advertised “easy residency.”

For an investor, I would look at the entire picture:

your intended investment;

your business activity;

where you plan to live;

whether your family is relocating;

banking requirements;

tax implications;

corporate structure;

your need for permanent residency;

and your long-term relationship with Paraguay.

Only then does the immigration route become part of a coherent plan.

That is very different from collecting a residence card and hoping everything else works itself out.

Do You Have to Apply in Person?

For the ordinary permanent-residency change process, Migraciones expressly states that the procedure is personal and in person, although follow-up may be carried out personally or through a legal representative. Migraciones also reserves the right to request additional documents, and accepting the paperwork does not itself guarantee approval.

That last point matters.

No legitimate adviser can turn an immigration authority's decision into a commercial guarantee.

The Mistake I Would Avoid Before Coming to Paraguay

If you are in the United States right now, I would not begin by buying random services online.

I would begin with your documents and your objective.

Are you relocating?

Investing?

Retiring?

Opening a company?

Working remotely?

Buying real estate?

Creating a second base outside the United States?

Bringing your spouse and children?

Those answers determine what needs to happen next.

The worst situation is arriving in Paraguay and only then discovering that an important U.S. document needed an apostille, a different background check or additional preparation.
