Paraguay Residency Requirements for Americans: What You Really Need in 2026

If you spend an hour researching Paraguay residency online, you may come away believing you need to do all of the following:

Deposit $5,000 in a Paraguayan bank.

Buy property.

Open a company.

Prove a specific monthly income.

Hire employees.

Become a tax resident.

And perhaps even qualify as an investor.

That is precisely why Paraguay residency requirements can seem more complicated than they really are.

The problem is not always the law.

The problem is that information from different immigration systems, different years and different applicant categories gets mixed together.

A requirement for an investor becomes presented as a requirement for everyone.

An old rule continues circulating years after the immigration framework changed.

A permanent-residency requirement is placed on a temporary-residency checklist.

And immigration residency gets mixed with tax residency, banking and company formation.

So let's approach Paraguay differently.

Instead of beginning with a giant document list, let's begin with the questions an American is most likely to ask.

Do Americans Qualify for Paraguay Residency?

Yes.

An American does not need Paraguayan ancestry, a Paraguayan spouse or a multimillion-dollar investment simply to become eligible for residency.

For most U.S. citizens seeking ordinary residency, the relevant system is Paraguay's general migration framework under Law No. 6984/2022.

The ordinary path generally begins with temporary residency.

Temporary residency can be granted for up to two years and is the normal prerequisite for subsequently changing to permanent residency under this regime.

So if you are an American who simply wants to relocate, retire, work remotely or establish yourself in Paraguay, you should not begin by assuming you need an investment program.

Start with the ordinary immigration route.

Do I Need $5,000 to Get Paraguay Residency?

This is probably one of the most persistent questions surrounding Paraguay.

You will still find websites, videos, forums and old expat discussions referring to a US$5,000 bank deposit as though it were the central requirement for residency.

Do not build a 2026 application around that assumption.

Paraguay's immigration system changed with Law 6984/2022, and current residency applications should be prepared according to the requirements presently established by the Dirección Nacional de Migraciones.

The famous "$5,000 Paraguay residency" story belongs to an older understanding of the country's immigration system.

That does not mean money is irrelevant to immigration.

Economic solvency becomes particularly important when an ordinary temporary resident later seeks permanent residency.

But that is not the same thing as saying:

“Every American must deposit $5,000 to become a resident.”

Those are two completely different statements.

Do I Need to Invest in Paraguay?

No — not for ordinary residency.

This distinction is fundamental.

An American who wants to live in Paraguay can pursue the ordinary residency process without becoming a qualifying foreign investor.

You do not have to buy a $200,000 apartment.

You do not have to invest $150,000 in tourism.

You do not have to create five jobs.

You do not have to pretend to be an entrepreneur.

Paraguay does have special immigration possibilities for qualifying investors.

Those are alternative pathways for people making qualifying investments, not the basic requirements imposed on every foreign resident.

If you are genuinely investing, those programs deserve serious attention.

If you are not, do not force yourself into them.

Do I Need to Buy a House?

No.

Property ownership is not a general requirement for an American applying for ordinary temporary residency.

You can rent.

You can spend time learning the country.

You can decide whether Asunción, Ciudad del Este, Encarnación or another area actually fits your life.

You can buy later.

There are situations where real estate becomes relevant to immigration.

Under Paraguay's 2026 permanent-residency economic-solvency framework, property ownership is one of the recognized economic profiles.

Separately, the Paraguay Investor Pass announced in 2026 includes a qualifying real-estate investment alternative of US$200,000.

But neither fact means that an ordinary American must buy property to become a resident.

Do I Need a Paraguayan Company?

Not simply to obtain ordinary residency.

This misconception often begins with a legitimate idea and ends with the wrong conclusion.

Paraguay can be attractive to entrepreneurs.

Foreigners can establish businesses.

Company ownership can be relevant to an applicant's economic situation.

Paraguay also has a specific foreign-investor framework connected with SUACE — Sistema Unificado de Apertura y Cierre de Empresas.

But none of that means:

American + residency application = mandatory Paraguayan company.

If you actually intend to conduct business, investigate the appropriate company structure.

If you simply want to relocate, do not create a company solely because someone told you it was part of the residency checklist.

Do I Need a Job in Paraguay?

Not necessarily.

This question is especially relevant for Americans who earn money remotely.

A software developer working for a company in California may live in Paraguay.

A consultant may have U.S. clients.

An online entrepreneur may operate a foreign business.

A retiree may receive income from abroad.

The immigration system does not require every foreign resident to fit the traditional model of having a Paraguayan employer.

This becomes particularly clear at the permanent-residency stage.

Paraguay's updated 2026 economic-solvency framework expressly recognizes multiple applicant profiles, including remote workers and digital nomads.

So the more useful question is not:

“Do I have a Paraguayan job?”

It is:

“Can I properly document how I support myself?”

What Do I Actually Need for Temporary Residency?

Now that we have eliminated several things you do not necessarily need, the real requirements become easier to understand.

For an ordinary adult applicant under Law 6984, Paraguay wants to establish several basic facts.

Who are you?

You need valid identity documentation.

For an American, your valid U.S. passport will be central to the process.

Did you enter Paraguay legally?

Your entry into the country must be properly documented.

Where and when were you born?

Your birth certificate forms part of your civil documentation.

What is your civil status?

Marriage, divorce or widowhood documentation may become relevant depending on your situation.

What is your criminal-background history?

Paraguay requires the applicable criminal or police background documentation from abroad and local documentation within Paraguay.

Are your foreign documents valid for use in Paraguay?

This is where apostilles, legalization where applicable and Spanish translations become important.

Those are the foundations of the ordinary process.

Why Americans Should Prepare Before Flying

For a U.S. applicant, the most expensive residency mistake may not be an immigration fee.

It may be a missing document.

Imagine arriving in Paraguay and discovering that the criminal-background certificate you brought is not at the required level.

Or your birth certificate requires an apostille you did not obtain.

Or your marriage certificate is needed but remains at home.

Or your name appears differently on two important records and you have no supporting documentation explaining why.

Suddenly, a relatively straightforward immigration process becomes an international document-retrieval project.

This is why I view Paraguay residency requirements as a pre-departure issue as much as an immigration-office issue.

What Is an Apostille, and Why Does It Matter?

An apostille authenticates qualifying public documents for international use between countries participating in the Hague Apostille Convention.

The United States and Paraguay participate in that system.

For an American preparing documents for Paraguay, the key point is that the apostille concerns authentication.

It does not translate your document.

An English-language birth certificate can therefore present two separate issues:

Is it properly authenticated for use in Paraguay?

Has it been translated into Spanish according to the applicable Paraguayan requirements?

Those are separate steps.

This distinction sounds minor until someone arrives with one completed and the other missing.

Can I Translate Everything in the United States?

Be careful here.

Paraguay's immigration requirements generally contemplate foreign documents being translated into Spanish by an authorized public translator in Paraguay, according to the applicable rules.

So I would not recommend translating every document independently before confirming what Migraciones will accept.

Prepare the original foreign documents correctly.

Obtain the appropriate apostilles.

Then handle translation according to the current Paraguayan procedure.

This prevents paying for a translation that later has to be done again.

Which Background Check Does an American Need?

This is another point where general internet advice can cause problems.

Paraguay's requirements refer to criminal or police background documentation at the national or federal level.

That wording matters for Americans because the United States has multiple levels of law enforcement and criminal-record documentation.

A local police certificate is not automatically equivalent to a federal or national-level record.

Rather than assuming that a city, county or state certificate will satisfy the requirement, verify the appropriate U.S. federal documentation for the current Paraguayan procedure before ordering it.

And remember that the document itself may also require the appropriate authentication for international use.

What If I Lived in Another Country?

This is one of the questions generic checklists often miss.

Suppose you are a U.S. citizen but spent the last several years living in Mexico.

Or Portugal.

Or Panama.

Your nationality is American.

Your recent residence history includes another country.

Paraguayan immigration requirements can take that residence history into account when determining which criminal-background documentation must be presented.

So when someone asks:

“What documents does an American need?”

nationality alone does not always tell the whole story.

Where you have actually lived matters too.

What If I Have a Criminal Record?

A criminal history does not belong in a generic yes-or-no answer without examining the actual facts and applicable immigration rules.

What matters is the nature of the record, the documentation and the legal grounds relevant to admission and residency.

The worst approach is trying to hide information that is required to be disclosed.

If your history is complicated, analyze it before spending money on travel and documents.

Residency applications involve formal declarations and background checks.

Consistency and accuracy matter.

Can I Apply for Paraguay Residency Online?

Do not confuse online preparation with the legal residency procedure itself.

Paraguay's ordinary residency process is personal and requires the applicant's participation in Paraguay.

A professional can help you prepare the file.

Documents can be reviewed before travel.

Appointments and the local sequence can be organized.

But that does not turn residency into a completely remote product.

Be cautious with advertising that makes a government immigration procedure sound like ordering a second residence card from an online store.

Do I Need to Speak Spanish?

Language ability and document language are two different things.

Your immigration documents must comply with Paraguay's applicable Spanish-language requirements.

That does not mean an American applicant has to pass a Spanish-language fluency examination merely to submit an ordinary temporary-residency application.

However, if you are genuinely moving to Paraguay, learning Spanish is one of the most useful investments you can make in your life here.

Residency may give you legal status.

Language gives you independence.

Those are different benefits.

How Much Does Paraguay Residency Cost in 2026?

The official government fee schedule changed effective July 1, 2026.

The current cash government fee for Temporary Residency under Law 6984 is:

Gs. 2,926,925

The current cash government fee for Permanent Residency, including change of category, is also:

Gs. 2,926,925

The cash fee for the Certificado de Radicación is:

Gs. 234,154

Debit- and credit-card government charges differ slightly.

But these amounts are not the complete cost of your residency project.

You may also incur costs for:

U.S. documents;

apostilles;

translations;

authenticated copies;

travel;

local transportation;

and professional assistance.

For a family, each applicant adds documentation.

Is There an Income Requirement?

The answer depends on which stage of residency you mean.

This is why I dislike articles that combine temporary and permanent requirements into one list.

For ordinary temporary residency, do not automatically import the permanent-residency solvency rules into the initial application.

When you later seek permanent residency, however, proving economic solvency becomes an important requirement.

And Paraguay significantly updated that system in 2026.

The 2026 Permanent Residency Rules Matter Now

Even if you are only beginning temporary residency today, I would already think about the permanent stage.

Why?

Because your life during temporary residency will eventually create the evidence you may use to demonstrate economic solvency.

Resolution DNM No. 407/2026 established updated criteria for permanent-residency applications submitted from July 6, 2026.

The framework recognizes 12 economic categories, including employees, professionals, independent workers, remote workers, property owners, company shareholders, retirees and others.

This is good planning information.

If you work remotely, keep proper employment and income records.

If you run a business, maintain genuine company documentation.

If you receive retirement income, preserve the corresponding records.

If you own property, keep the ownership documentation organized.

You do not need to wait until the permanent-residency application to begin acting like someone who will eventually need to document his economic life.

Do Students Automatically Meet the Solvency Requirement?

No.

Students are recognized within the updated economic framework, but being a student does not by itself mean that economic solvency has automatically been demonstrated.

Adult students may still need to show appropriate means of subsistence according to the applicable rules.

This is a good example of why seeing your category on a list does not mean approval is automatic.

The category tells you how your circumstances may be evaluated.

You still need the appropriate evidence.

What Changes for Families?

A family application is not simply one adult application with several names attached.

Spouses may need their own civil and background documentation.

Children have age-specific requirements.

For minors, the required documentation can also depend on whether the child is applying with both parents, one parent or another responsible adult.

Parental authorizations or judicial documents may become necessary depending on the circumstances.

This is why families should organize the entire immigration file together before traveling.

A missing document for one child can affect the family's practical schedule even when the parents' documentation is perfect.

What About a Baby or Young Child?

Minors are treated differently in several areas.

For example, children under 14 are not subject to the same criminal, judicial and police-background requirements imposed on older applicants.

Minors also need the participation of parents or legal representatives according to the applicable process.

The precise documentation depends on the family structure.

If parents are separated, divorced, traveling separately or one parent will not be present, verify the requirements before travel.

Do not assume a child's U.S. passport alone resolves parental authorization questions.

When Can I Apply for Permanent Residency?

For an American following the ordinary Law 6984 route, this is one of the most important dates in the entire process.

The change from temporary to permanent residency should be processed during the three months before your temporary residence card expires.

Current rules provide a limited possibility to process the change up to one month after expiration, with the applicable fine.

After that, the available procedure changes.

So permanent residency planning begins before temporary residency ends.

I would put the expiration date into your calendar as soon as the temporary card is issued.

Does Permanent Residency Last Forever?

Permanent residency is designed as an indefinite immigration status, while the permanent residence card itself is renewed every 10 years.

But “permanent” should not be interpreted as permission to ignore Paraguay's immigration rules forever.

The country has rules concerning residence status and absences.

If your plan involves obtaining permanent residency and then spending almost all your time outside Paraguay, verify the current rules governing absence rather than relying on expat folklore.

Immigration law matters more than forum anecdotes.

Do I Need to Become a Tax Resident?

Obtaining immigration residency does not automatically answer your tax-residency question.

This is particularly important for U.S. citizens.

The United States generally continues taxing its citizens under the U.S. federal system even when they live abroad, subject to the applicable tax rules, exclusions, credits and reporting obligations.

Meanwhile, Paraguay has its own tax laws.

So there are at least two separate questions:

Can I legally reside in Paraguay?

and

Where am I considered tax resident, and what taxes/reporting obligations apply to me?

Do not let someone answer the second question merely by showing you your immigration card.

For Americans with companies, foreign accounts or investments, qualified cross-border tax advice can be important.

Do I Need a Paraguayan Bank Account?

Do not treat a bank account as synonymous with residency.

Banking institutions have their own compliance requirements.

A residence card and cédula may improve your local documentation profile, but they do not guarantee approval for a particular bank account.

Likewise, opening a bank account does not by itself grant immigration residency.

These systems interact in everyday life.

Legally, they remain separate.

What If I Am an Investor?

Now we reach the major exception to the ordinary residency logic.

If you are genuinely planning a substantial investment in Paraguay, you should investigate the investor framework before automatically applying through the normal temporary route.

Paraguay maintains special permanent-residency procedures for qualifying foreign investors connected with SUACE.

In April 2026, Paraguay also launched the Paraguay Investor Pass, creating updated investment alternatives associated with direct access to permanent residency.

The announced qualifying thresholds include:

US$150,000 for qualifying tourism projects;

US$200,000 for qualifying real-estate investment;

and

US$200,000 for qualifying securities-market investment.

For the applicable real-estate and securities alternatives, the 2026 announcement also removed the direct job-creation requirement associated with those modalities.

That makes the framework particularly relevant to some American investors.

But it does not transform every property purchase into an immigration program.

What About the $70,000 Investment I Keep Seeing?

That number refers to another framework.

Current SUACE documentation for its foreign Investor Certificate describes a minimum investment commitment of US$70,000 or the equivalent in guaraníes, supported by evidence of financial capacity.

That framework also calls for at least five direct professional or technical jobs, with up to 24 months to execute the investment and employment requirements.

It is important not to take that US$70,000 figure out of context.

It is not a universal minimum capitalization requirement for every foreigner opening an EAS or other Paraguayan company.

It relates to the specific Investor Certificate framework.

So now we have three very different concepts:

Ordinary residency — no need to invent an investment.

Traditional qualifying SUACE investor framework — its own investment and employment requirements.

2026 Investor Pass alternatives — including tourism, real estate and securities thresholds.

Once these are separated, Paraguay's system becomes much easier to understand.

Which Route Would I Choose?

I would begin with the person's real objective.

“I simply want to move to Paraguay.”

Look first at ordinary temporary residency.

“I work remotely for a U.S. company.”

Ordinary residency may fit perfectly. Organize your genuine remote-income documentation with the future permanent-residency stage in mind.

“I am retired.”

Again, ordinary residency may make sense. Your retirement or pension documentation can later become relevant to permanent-residency solvency.

“I want to open a small business.”

Determine whether the business genuinely needs a Paraguayan entity. Do not confuse company formation with immigration.

“I am investing $300,000 in Paraguayan real estate.”

Stop before closing the transaction and investigate the Investor Pass framework.

“I want to create an operating company and employ people.”

The foreign-investor/SUACE framework may deserve specific analysis.

The route follows the objective.

Not the other way around.

What I Would Never Do Before Applying

I would not deposit money merely because an old website told me to.

I would not buy property simply to “prove commitment.”

I would not create a fake company.

I would not order random background checks without verifying the correct level.

I would not translate everything before confirming the accepted translation procedure.

I would not book a residency trip before checking that the U.S. documents are ready.

And I would not trust anyone promising guaranteed government approval.

These are all avoidable mistakes.

A Better Pre-Flight Test

Before flying from the United States to Paraguay for residency, ask yourself:

Can I prove who I am?

Passport and civil documentation.

Can I prove my relevant civil status?

Marriage, divorce or other applicable records.

Do I have the correct foreign criminal-background documentation?

Not merely a convenient one.

Are my U.S. public documents properly authenticated where required?

Check apostilles before travel.

Have I lived in another country recently?

If yes, determine whether additional background documentation applies.

Is my family documentation complete?

Especially when children are involved.

Do I know which steps must be completed after arriving in Paraguay?

INTERPOL, Paraguayan certificates, declarations, translations and immigration procedures should not come as surprises.

If those questions have clear answers, you are already far ahead of the applicant who simply bought a plane ticket.

The Real Paraguay Residency Requirement Is Consistency

Immigration files tell a story.

Your passport identifies one person.

Your birth certificate identifies the same person.

Your civil-status documents explain relevant changes.

Your background records correspond to your history.

Your entry is lawful.

Your declarations are truthful.

Your foreign documents have the appropriate authentication.

And later, your permanent-residency documents show a real and verifiable economic situation.

When those pieces fit together, the file makes sense.

That is more important than trying to make your application look wealthy, sophisticated or complicated.

A residency application does not need to be impressive.

It needs to be correct.

And an investor should not structure a six-figure transaction as though it were an ordinary residency application.
