The answer should begin with your actual work situation.

Suppose you are employed remotely by a U.S. company.

Migraciones' updated framework requires documentation appropriate to the applicable economic category.

For a remote worker, that can involve evidence demonstrating the employment relationship, income and the mechanism through which payment is received.

The objective is straightforward:

Paraguay wants verifiable evidence that your economic activity is real and that you have lawful means of supporting yourself.

That is different from saying:

“You must earn exactly X dollars per month.”

Or:

“You must open a Paraguayan company.”

Or:

“You must deposit $5,000.”

The current system is more closely linked to your actual economic profile.

Example 1: U.S. Employee Working Remotely

Suppose Emily works for a healthcare technology company in Boston.

She earns a salary in U.S. dollars.

She lives in Paraguay.

Her salary continues to be paid into her American bank account.

She does not have a Paraguayan employer.

These are government charges.

They should not be confused with:

apostilles;

translations;

authentication;

or other case-specific expenses.

What About Permanent Residency?

This is where remote workers should plan ahead.

Under the ordinary Law 6984 route, the change from temporary to permanent residency must be processed within the three months before the temporary residence card expires.

If the temporary card has already expired, there is a limited window of up to one month afterward in which the change can still be processed, subject to the applicable fine. Migraciones

After that, the available procedure changes.

So if you intend to make Paraguay a long-term base, do not treat the expiration date casually.

What Does Permanent Residency Cost?

The official 2026 schedule lists the cash government fee for permanent residency, including change of category, at:

Again, that is the government immigration fee.

It is separate from professional and documentary expenses.

Does Permanent Residency Mean I Can Leave Paraguay Forever?

Do not assume that.

Paraguay has rules addressing unjustified absences from the country and requests for authorization of absences.

In 2026, Migraciones issued Resolution DNM No. 376 specifically dealing with cancellation of temporary or permanent residence because of unjustified absences and related authorization procedures. Migraciones

That means a remote worker who plans to use Paraguay only as an occasional “backup residency” should understand the current maintenance rules.

Do not rely on old internet claims such as:

“Just fly into Paraguay once every X years.”

Does Paraguay Residency Make Me a Tax Resident?

Not automatically.

Immigration residency and tax residency are different legal concepts.
