Paraguay Residency Requirements in 2026: Complete Checklist for Americans

Applying for residency in Paraguay becomes much easier when you understand one simple fact:

Not every document should be prepared in Paraguay.

For an American applicant, some of the most important steps happen before leaving the United States.

Your identity documents, civil records, criminal-background documentation, apostilles and other supporting records may need to be organized while you are still at home.

Other requirements can only be completed after you arrive in Paraguay.

Mixing those two groups together is one of the easiest ways to turn a relatively straightforward immigration process into a frustrating one.

So instead of giving you another vague list of Paraguay residency requirements, this guide separates the process into the stages that actually matter.

What should you prepare in the United States?

What will you need in Paraguay?

What changes between temporary and permanent residency?

And what should you verify before getting on the plane?

Let's build the checklist from the beginning.

Start by Identifying Your Residency Route

Before collecting documents, determine which immigration category applies to you.

For most U.S. citizens seeking ordinary residency in Paraguay, the relevant framework is Temporary Residency under Law No. 6984/2022.

Temporary residency authorizes a foreigner who intends to establish residence in Paraguay and carry out lawful activities in the country.

It can be granted for up to two years and can be extended for an equal period.

Under this ordinary route, temporary residency is also the prerequisite for later changing to permanent residency.

That means an American should generally think of the process as:

Temporary Residency → Permanent Residency

There are special exceptions, including qualifying foreign-investor procedures that can provide direct access to permanent residency. We will address those separately because their requirements are different.

Paraguay Residency Requirements: The Quick Checklist

For an ordinary American adult applying for temporary residency, the process typically involves documentation covering:

  • valid identity;

  • lawful entry into Paraguay;

  • birth information;

  • marital status when applicable;

  • criminal-background history;

  • Paraguayan background checks;

  • INTERPOL documentation;

  • required sworn declarations;

  • properly apostilled or legalized foreign documents;

  • Spanish translations where required;

  • and payment of the applicable immigration fee.

That sounds simple.

The difficulty is that each item has its own rules.

A document can be genuine and still not be ready for use in Paraguay.

That is why we need to examine them individually.

1. Valid Passport or Identity Document

Your identity document is the starting point.

Paraguay's current temporary-residency requirements under Law 6984 require a valid identity document from the applicant's country of origin.

For an American, the practical document will generally be the U.S. passport used for international travel and entry into Paraguay.

Bring the original.

Immigration procedures may require authenticated copies while allowing originals to be returned according to the applicable process.

And before traveling, check the validity of your passport.

Starting an international residency process with a passport approaching expiration creates a problem that is usually easier to avoid than to solve later.

2. Proof That You Entered Paraguay Legally

Residency is not disconnected from your entry into the country.

Migraciones requires proof of entry into Paraguay.

This means your immigration record matters.

When you enter Paraguay, make sure the entry is properly registered and keep any documentation relevant to that entry.

Do not treat arrival formalities as something unrelated to the residency application you plan to file a few days later.

Your immigration history begins at the border.

3. Birth Certificate

A birth certificate is one of the core civil documents in the temporary-residency process.

For Americans, this is an excellent example of why preparation should begin before traveling.

Having a birth certificate is not necessarily the same thing as having a birth certificate ready for international use in Paraguay.

The applicable document needs to satisfy Paraguayan requirements concerning authentication and translation.

That brings us to one of the most important words in the entire process.

4. Apostille

Paraguay and the United States participate in the Hague Apostille system.

For qualifying U.S. public documents that need to be used in Paraguay, the apostille provides the required international authentication under the applicable rules.

But an apostille does not change the language of the document.

It authenticates it.

This means there are two separate questions:

Has the document been properly authenticated?

and

Does it need to be translated into Spanish?

Do not confuse one with the other.

A translated document without the required authentication can be a problem.

An apostilled English-language document without the required Spanish translation can also be incomplete.

5. Spanish Translation

Paraguay's Dirección Nacional de Migraciones states that foreign-issued documents must generally be presented with the appropriate legalization or apostille and translation into Spanish by an authorized public translator in Paraguay.

For an American applicant, that means English-language documents should not simply be assumed acceptable because immigration officers can understand English.

The legal requirement is what matters.

There are specific exceptions for certain documents and nationalities — for example, Paraguayan immigration rules provide a translation exception for documents in Portuguese issued in Brazil.

That exception is not an exception for U.S. documents in English.

So when planning your application, treat apostille and translation as two separate stages.

6. Criminal-Background Documentation

This is one of the areas where I recommend the most caution.

Paraguay requires criminal or police background documentation at the national or federal level from the country of origin, or from the country where the applicant has resided during the applicable period.

For Americans, the important lesson is not to arrive with whichever local background check was easiest to obtain.

The level of the document matters.

Before ordering anything, verify which U.S. federal/national-level criminal-background document satisfies the current Paraguayan requirement for your case and how that document must be authenticated for use abroad.

This is exactly the kind of document you want to get right before leaving the United States.

7. Have You Lived Outside the United States?

This question can change your documentation.

If you have lived in another country during the relevant period before applying in Paraguay, Migraciones may require criminal-background documentation from that country of residence together with evidence supporting that residence.

Consider two applicants.

John has lived exclusively in Texas for the last ten years.

Sarah is American but spent the last two years living in Spain before moving to Paraguay.

Their passports may be identical.

Their document histories are not.

This is why a residency checklist downloaded from the internet should never replace analysis of your actual immigration history.

8. Marriage, Divorce or Widowhood Documents

Your civil status can create additional requirements.

If you are married, divorced or widowed, the corresponding civil-status certificate may need to be presented when applicable.

For Americans moving as a family, this deserves attention before travel.

Marriage certificates, divorce documentation and other civil records issued in the United States may need the same careful preparation as the birth certificate:

correct original or certified record;

appropriate apostille;

and Spanish translation when required.

Do not wait until you are sitting in Paraguay to discover that the document you need is stored in another state.

9. INTERPOL Certificate

Some of the Paraguay residency requirements are not documents you should try to obtain in the United States.

The INTERPOL background certificate is part of the Paraguayan process for applicants within the applicable age requirements.

This is handled in Paraguay.

That makes it a useful example of how I would divide your folder:

U.S. documents

and

Paraguayan documents

Do not waste time trying to complete the entire residency process before traveling.

You cannot.

Prepare abroad what needs to come from abroad.

Complete locally what needs to be completed locally.

10. Paraguayan Background Certificate for Foreigners

The process also involves a Paraguayan Certificado de Antecedentes para Extranjeros, issued by the National Police.

Again, this belongs to the local side of your application.

The purpose is different from your U.S. background documentation.

Your American record addresses your history abroad.

The Paraguayan certificate addresses the applicable local record.

You may need both.

11. Sworn Declarations

Paraguay's temporary-residency requirements also include sworn declarations.

These cover matters such as compliance with the law and the absence of applicable international criminal records, according to the current immigration framework.

A sworn declaration is not something to treat casually because it is “just a form.”

You are making a formal statement as part of an immigration application.

Read what you are signing.

Make sure the information matches your other documents.

Consistency matters.

12. What If My Name Is Different Across Documents?

This is something I would check before traveling.

American documents are not always perfectly consistent.

A birth certificate may show a full middle name.

A passport may show a different format.

A married applicant may have changed surnames.

A document may contain an abbreviation.

That does not automatically mean the application cannot proceed.

But discrepancies can create questions and may require supporting documentation.

Before apostilling and translating multiple documents, compare:

your passport;

birth certificate;

marriage certificate;

divorce records if applicable;

and background documentation.

Look at the spelling of every name.

Look at dates.

Look at places of birth.

It is much easier to investigate a discrepancy before the application reaches the immigration counter.

13. Do Americans Need a Visa to Apply for Residency?

Visa requirements and residency requirements are related but separate issues.

Whether a foreign national needs a visa to enter Paraguay depends on nationality and the immigration rules applicable at the time of travel.

For residency applications, Migraciones requires the corresponding visa when one is required for the applicant's nationality.

For a U.S. applicant, you should verify the current entry conditions before travel rather than relying on an old blog or video.

Entry permission is not the same thing as residency approval.

Entering Paraguay legally gives you the opportunity to begin the applicable process.

It does not automatically make you a resident.

14. Do I Need $5,000 in a Paraguayan Bank?

This deserves a direct answer because Americans researching Paraguay often encounter this claim.

Do not build your 2026 residency plan around the old "$5,000 deposit" story.

Paraguay's current ordinary temporary-residency process under Law 6984 should be analyzed according to the requirements currently published by Migraciones, not according to outdated descriptions of previous immigration systems.

And there is another reason this claim creates confusion.

Temporary residency and permanent residency have different requirements.

Economic solvency becomes particularly important in the permanent-residency stage under the current framework.

We will discuss that shortly.

But you should not assume that an old online reference to depositing US$5,000 describes the current ordinary residency process.

15. Do I Need to Buy Property?

No general ordinary-residency rule says an American must purchase a house or land simply to apply for temporary residency under Law 6984.

You can be a resident without buying real estate.

Property can become relevant in other contexts.

For example, real-estate ownership is one of the economic profiles recognized under Paraguay's updated 2026 permanent-residency solvency framework.

And qualifying investments of US$200,000 in Paraguayan real estate can be relevant under the 2026 Paraguay Investor Pass.

Those are separate issues.

Do not confuse:

ordinary residency

with

investment-based residency.

16. Do I Need to Open a Paraguayan Company?

Again, not simply because you want ordinary residency.

An American remote worker, retiree or individual relocating to Paraguay should not assume that creating a company is a mandatory temporary-residency requirement.

If you genuinely intend to conduct business in Paraguay, company formation may make sense for business reasons.

If you are pursuing a qualifying investor route, a corporate or investment structure may be central to that process.

But creating a company solely because someone said “foreigners need a company to get residency” can add unnecessary complexity.

Your business structure should reflect a real business objective.

17. Do I Need to Prove Income for Temporary Residency?

This is where people frequently mix temporary and permanent requirements.

The ordinary temporary-residency checklist under Law 6984 should not be confused with the economic-solvency requirements for permanent residency.

When you later change from temporary to permanent status, economic solvency becomes a significant part of the process.

And Paraguay updated those requirements in 2026.

This distinction is essential because many websites merge every residency requirement into one enormous list and leave the reader unable to tell when each document is actually needed.

18. The Requirements Change When You Apply for Permanent Residency

Suppose you successfully obtain temporary residency.

Your next major immigration objective is permanent residency.

You do not simply submit the exact same folder again.

For the ordinary change of category, current requirements include documentation such as:

your valid identity document;

Paraguayan cédula;

temporary residence card;

documentation of relevant changes to personal information, when applicable;

Paraguayan background certificates;

INTERPOL documentation;

and evidence of economic solvency.

That last requirement deserves special preparation.

19. Economic Solvency Requirements in 2026

Paraguay changed the permanent-residency solvency framework through Resolution DNM No. 407/2026.

The updated requirements apply to applications submitted from July 6, 2026.

Instead of treating all applicants as though they have identical finances, Migraciones recognizes different economic profiles.

These include:

professionals;

technical workers;

employees;

independent workers;

remote workers and digital nomads;

property owners;

company shareholders and partners;

farmers and ranchers;

religious workers;

retirees and pensioners;

dependents;

and students.

The applicant must provide suitable, sufficient and verifiable documentation appropriate to the relevant category.

This means your permanent-residency preparation should reflect how you actually support yourself.

20. What Does This Mean for an American Remote Worker?

Imagine you live in Paraguay but work for an employer in the United States.

Or you operate a U.S.-based online business.

You do not suddenly become economically invisible because your income originates abroad.

Remote workers and digital nomads are expressly contemplated in the current permanent-residency solvency framework.

The relevant documentation can involve evidence of the employment relationship or economic activity, income and payment method.

Foreign documents may also need proper apostille/legalization and translation.

This is why keeping financial and employment records organized while you hold temporary residency can be valuable.

You are preparing for the next immigration stage before it arrives.

21. What About Retirees?

Retirees and pensioners also have a recognized economic-solvency category.

An American retiree should therefore preserve appropriate documentation showing the retirement or pension benefit, its amount and the financial means through which it is received, according to the applicable requirements.

Again, the system is trying to answer a practical question:

How does this person support himself or herself?

A retiree should not need to pretend to be an entrepreneur.

A remote worker should not need to pretend to be retired.

Your documentation should tell the truth clearly.

22. The Permanent Residency Deadline

If you follow the ordinary Law 6984 route, timing becomes one of the requirements.

Migraciones currently provides that the change from temporary to permanent residency should be processed during the three months before the temporary residence card expires.

There is a limited possibility to apply up to one month after expiration, subject to the applicable fine.

After that period, your options change.

So when your temporary card arrives, do something simple:

Record the expiration date immediately.

Do not start thinking about permanent residency only after the card expires.

23. How Much Are the Paraguay Residency Fees in 2026?

Government immigration fees were updated effective July 1, 2026.

According to the current official Migraciones fee schedule, the cash government fee for ordinary temporary residency under Law 6984 is:

Gs. 2,926,925

The cash government fee for permanent residency, including change of category, is:

Gs. 2,926,925

The Certificado de Radicación has a cash government fee of:

Gs. 234,154

Card-payment amounts differ slightly from cash amounts.

These are immigration-government fees.

They do not include every expense associated with your case.

24. Your Real Residency Budget Is Larger Than the Government Fee

An American preparing for Paraguay should budget for more than Migraciones.

Depending on the case, additional costs can include:

U.S. document issuance;

apostilles;

Spanish translations;

authenticated copies;

notarial services;

transportation;

travel;

and professional assistance.

For families, multiply the documentary complexity rather than simply assuming one person's folder covers everyone.

Each applicant has his or her own identity and immigration documentation.

And children have specific requirements of their own.

25. Paraguay Residency Requirements for Children

Families should prepare differently from individual applicants.

For children and adolescents, requirements vary depending on whether the minor is accompanied by:

both parents;

one parent;

or a third party.

Parental authorization or judicial documentation may be required depending on the situation.

Migraciones also applies age-specific rules to background documentation.

Minors under 14, for example, are not subject to the same criminal, judicial and police-background requirements applicable to older applicants.

For parents, the key lesson is this:

Do not prepare the adults first and assume you can figure out the children's documents after arrival.

Review the entire family structure before traveling.

26. Does the Application Have to Be Made in Person?

Paraguay's ordinary residency procedure is personal.

The applicant must appear for the process according to Migraciones' requirements.

This is another reason to be cautious with anyone advertising Paraguay residency as something that can simply be purchased online without your involvement.

Professional assistance can organize, prepare and guide the process.

It does not erase legal requirements imposed on the applicant.

27. Submitting the Documents Does Not Guarantee Approval

This statement comes directly from the logic of the official immigration process and is worth emphasizing.

Migraciones can request additional documentation depending on the circumstances of a particular application.

Receiving your documents does not itself guarantee that residency will be granted.

That is normal for an immigration procedure.

The authority evaluates the application.

No legitimate professional should promise that government approval is guaranteed.

28. What Changes for Investors?

An American making a qualifying investment should not automatically follow the same checklist as an ordinary temporary-residency applicant.

Paraguay has special permanent-residency mechanisms for foreign investors connected to SUACE.

In 2026, the government also launched the Paraguay Investor Pass, creating updated alternatives through which qualifying foreign investors can access direct permanent residency without first completing ordinary temporary residency.

The announced alternatives include:

US$150,000 in qualifying tourism projects;

US$200,000 in Paraguayan real estate;

and

US$200,000 in Paraguay's securities market.

These are specific investment frameworks.

They are not ordinary Paraguay residency requirements for every American.

That sentence alone can prevent a very expensive misunderstanding.

29. The Traditional SUACE Investor Framework Is Different Again

Paraguay's traditional SUACE Investor Certificate framework should also be distinguished from the newer Investor Pass alternatives.

Current SUACE documentation describes an investment commitment of at least US$70,000 or its equivalent in guaraníes, together with financial-capacity documentation and the creation of at least five direct professional or technical jobs.

The framework allows up to 24 months for implementation of the investment and employment commitments.

But the US$70,000 figure should not be presented as the minimum amount required for every foreigner to create a Paraguayan company.

It belongs to that specific Investor Certificate framework.

Words like “minimum investment” are meaningless unless we first ask:

Minimum investment for what?

30. Your U.S. Pre-Departure Checklist

If I were preparing an American client before the trip, this is the stage I would take most seriously.

Before leaving the United States, I would verify:

Passport — valid and consistent with the other documents.

Birth certificate — correct version for the application and prepared for international use.

Criminal-background documentation — correct level and format for Paraguay.

Civil-status records — marriage, divorce or other applicable documentation.

Apostilles — completed on the foreign public documents that require them.

Names and dates — checked across every document for discrepancies.

Residence history — reviewed to determine whether another country's background certificate may be required.

Family documentation — analyzed separately for spouse and children.

And I would confirm current requirements before obtaining time-sensitive documents.

That last point matters.

Do not build a residency folder six months early without checking whether certain documents have validity periods for immigration purposes.

31. What Should Be Completed in Paraguay?

Once in Paraguay, the local stage can include:

proof and verification of your immigration entry;

INTERPOL documentation;

Paraguayan police/background certificates;

sworn declarations;

authenticated copies;

required local translations;

submission to Migraciones;

and later steps associated with the cédula after residency is granted.

The exact sequence can vary according to the applicant and category.

But conceptually, the process becomes much easier when you arrive with the foreign portion already organized.

32. Seven Mistakes Americans Can Avoid

The first is bringing the wrong background check.

The second is obtaining a correct U.S. document but failing to prepare it properly for use abroad.

The third is confusing an apostille with a translation.

The fourth is forgetting that living in another country can affect criminal-background requirements.

The fifth is assuming an old US$5,000 rule found online describes the current process.

The sixth is buying property or opening a company unnecessarily because someone claimed it was mandatory for ordinary residency.

And the seventh is waiting until temporary residency expires before investigating permanent residency.

None of these mistakes makes Paraguay unusually difficult.

They simply demonstrate why immigration is primarily a documentation process.

33. A Simple Way to Organize Your Residency Folder

I would divide the documents into four sections.

Folder A — Identity and Civil Records

Passport.

Birth certificate.

Marriage/divorce documentation when applicable.

Family records.

Folder B — Foreign Background History

National/federal-level criminal-background documentation.

Documents from other countries of residence when applicable.

Apostilles.

Folder C — Paraguay Documents

Proof of entry.

INTERPOL certificate.

Local background documentation.

Sworn declarations.

Authenticated copies and other local requirements.

Folder D — Future Permanent Residency

Income documentation.

Employment records.

Remote-work evidence.

Retirement or pension documentation.

Company records.

Property documentation.

Or whichever records correspond to your actual economic-solvency category.

That fourth folder may not be needed for your initial temporary application.

But creating it early can make your future permanent-residency process much cleaner.

34. The Best Residency Application Is Usually the Most Boring One

That may sound strange, but it is true.

A good immigration file should not need an elaborate story.

Your name matches.

Your identity is clear.

Your entry is documented.

Your civil status makes sense.

Your background records satisfy the requirement.

Your foreign documents are properly authenticated.

Your translations comply.

Your declarations are consistent.

And when permanent-residency time arrives, your economic activity can be verified.

No artificial company.

No invented investment.

No mysterious bank deposit based on an outdated blog.

Just a clean documentary record.

That is exactly what you want.
