How Does Permanent Residency Work?

For a normal Law 6984 temporary resident, the change to permanent status must be initiated during the three months before the temporary residence card expires.

Migraciones describes the window as beginning 90 days before expiration.

A limited period remains after expiration: the change can still be processed for up to 30 days afterward, subject to the applicable fine. Migraciones

After that, the normal transition procedure changes.

This is why your temporary-residency expiration date should never be ignored.

What Changes When I Apply for Permanent Residency?

Permanent residency is more than simply renewing the temporary card.

The application includes existing Paraguayan identification and immigration documentation as well as local background certificates.

Economic solvency also becomes important.

In 2026, Paraguay updated its permanent-residency solvency criteria through Resolution DNM No. 407/2026, effective for applications filed from July 6, 2026. Migraciones

The government now recognizes 12 economic categories, including:

professionals;

technical workers;

employees;

independent workers;

remote workers;

property owners;

company shareholders;

farmers and ranchers;

religious workers;

retirees;

dependents;

How Long Does Permanent Residency Last?

The cash fee for a Certificado de Radicación is:

Other payment methods may carry different government amounts.

These fees should not be confused with:

Is It Better to Do the Process Yourself?

That depends on how you value your time.

There is nothing secret about Paraguayan immigration law.

The government publishes its requirements.
